Titus is another of Paul's Pastoral Epistles, written to his trusted helper Titus, who had been left on the island of Crete to organize the newly established churches there. Since the Cretan culture was known for being deceitful and lazy, Paul’s instructions focus heavily on the need for good works and proper conduct to make the Gospel attractive to outsiders. The letter emphasizes the qualifications for elders, stressing their moral integrity to ensure a good reputation in the community. Paul gives practical advice for teaching various groups—older men, older women, younger men, and slaves—all of whom must demonstrate exemplary behavior. The book emphasizes that grace, which brings salvation, also trains us to reject ungodliness and live self-controlled, righteous lives.
