1 Samuel 8

As Samuel grows old, he appoints his own sons as judges over Israel, but they prove corrupt, taking bribes and distorting justice. The elders of Israel approach Samuel and demand, "Appoint for us a king to judge us like all the nations." Samuel is deeply displeased by this rejection of God’s direct rule. God tells Samuel to grant their request, but first to solemnly warn them about the harsh nature of a king, who will enslave their sons, take their daughters, and tax their produce. Despite the warning, the people insist on having a king.
