Exodus 18

Moses’s father-in-law, Jethro, a priest of Midian, brings Moses's wife, Zipporah, and his two sons, Gershom and Eliezer, to reunite with him in the wilderness. Jethro witnesses Moses exhausting himself by trying to judge every single dispute and issue among the people alone, from morning till evening. Jethro wisely advises Moses to delegate authority: Moses should teach the law, but appoint able, trustworthy men to judge minor matters, bringing only the major, complex cases to Moses. Moses accepts this counsel and implements the system.
