Habakkuk, a prophet of Judah, opens the book with a bold complaint to God: Why does God tolerate so much violence and injustice in Judah? God answers by revealing that He is raising up the Chaldeans (Babylonians), a fierce and ruthless nation, to punish Judah. Habakkuk is shocked by this answer and questions God again, asking why a righteous God would use an even more wicked and cruel nation to execute His justice.
