God promises to pour out His Spirit and blessing upon Israel’s descendants, ensuring they will flourish. God declares that Israel is His servant, whom He formed, and promises, "I have blotted out your transgressions like a cloud." God announces that Cyrus is His shepherd, who will command the rebuilding of Jerusalem and the Temple.
