Joshua dedicates the six specially designated Cities of Refuge across the land, three on each side of the Jordan, as commanded by Moses. These cities are for anyone who accidentally kills a person to flee for safety from the avenger of blood. The killer must stay within the city until he is judged by the community and remains there until the death of the acting High Priest. This system ensures justice, prevents blood feuds, and protects the innocent while maintaining the sanctity of human life.
