To ensure Jerusalem is securely populated, the leaders of the people agree to have one out of every ten people chosen by lot to live in the capital city, while the rest remain in the surrounding towns. The chapter lists the names of the families and individuals—including priests, Levites, and gatekeepers—who volunteer to move to Jerusalem and resettle it. This organizational effort guarantees the spiritual and physical security of the sacred capital and prepares the city for its function as the center of worship.
