God commands Israel to execute vengeance against the Midianites for having led them into sin with Baal of Peor. Moses sends a small, powerful army led by Phinehas, who completely defeats the Midianites, killing all their men, five kings, and the prophet Balaam. Moses establishes the law for dividing the spoils of war: the booty is split between the warriors and the rest of the congregation, with a small portion dedicated to the priests and Levites as an offering to God.
