Numbers 35

This chapter provides for the Levitical cities, establishing that since the Levites received no tribal land, they are to be given forty-eight cities scattered throughout the territories of the other tribes. Six of these cities are designated as Cities of Refuge. These special cities provide a place of temporary asylum for anyone who has unintentionally killed another person, protecting them from the avenger of blood until their case can be judged fairly.
