A mighty angel descends from heaven and cries out with a loud voice: "Fallen! Fallen is Babylon the Great!" Babylon is exposed as the source of corruption, luxury, and persecution. A voice from heaven commands God's people to "Come out of her, my people," so they do not share in her sins and plagues. The kings, merchants, and sea captains of the world mourn her sudden destruction because their source of profit is gone, emphasizing the global impact of her collapse.
