Paul expresses deep sorrow for his Jewish kinsmen, who have rejected Jesus as the Messiah. He uses the examples of Jacob (chosen) and Esau (not chosen), and Pharaoh (hardened), to demonstrate that God has the right to choose whom He will have mercy upon. Paul concludes that Israel stumbled because they sought righteousness through the Law, not through faith.
