God declares that a flood of judgment is rising from the north to overwhelm the land, specifically targeting the cities of Gaza, Ashkelon, and Ashdod. God warns that the Philistines will mourn and shave their heads in grief. God asks the sword of the Lord, "How long until you are quiet? Put yourself into your sheath, rest, and be still!" God replies that the sword cannot rest because God has given it a charge against Ashkelon and the seacoast.
