Paul instructs Titus on how to appoint elders in every town on the island of Crete, outlining the qualifications, which closely match those in 1 Timothy. An elder must be above reproach, faithful to his wife, have believing children, and be able to refute false teaching. Paul sternly condemns the rebellious, worthless talkers and Judaizers in Crete, saying they must be silenced. Paul quotes a Cretan prophet who said, "Cretans are always liars, evil beasts, lazy gluttons," proving the need for strong teaching.
